Michael Rios is a nonpartisan consultant and civic data scientist who helps public agencies, nonprofits, and research teams translate complex data into clear, defensible decisions. His practice focuses on applied descriptive statistics and public-policy analytics, including:

  • voter-access and election-operations metrics (locations, hours, language/ADA support, transit access),
  • turnout and registration analysis,
  • district and community-mapping evaluations using Census/ACS indicators, and
  • data dashboards and visualizations.

Michael has supported more than a dozen voting-rights and redistricting matters at the local, county, and state levels—providing data management, statistical analysis, and visualization for expert reports, compliance reviews, and public briefings. His public-facing work includes reports produced with the California Secretary of State on voter experience, language access, disability access in VCA counties, and race/ethnicity patterns (2021–2023). He has presented methods and findings at the California VCA Research Symposium, the Brennan Center for Justice, university policy summits, and convenings with congressional and community stakeholders.

Michael earned an MPP from the UCLA Luskin School of Public Affairs and a B.A. in Political Science from UC Riverside. He emphasizes transparent code, reproducible workflows, and plain-language communication so that technical results can be trusted and acted upon by diverse audiences.
